PARAGUAY: Duarte wants relief on binational dam debts

President Nicanor Duarte has announced that he will seek the renegotiation of the agreements with Brazil and Argentina which govern the two major binational hydroelectric complexes of Itaipú and Yacyretá. He wants Brazil to lower the interest rate on the Itaipú debt and Argentina to write off what is owed on Yacyretá. Duarte said he would appeal to 'the sensibility of the current rulers of Brazil and Argentina'.
