COSTA RICA | Cafta-DR bill to go to congress. President Abel Pacheco announced on 27 September that he would be sending to congress 'in the short term' the bill ratifying the Cafta-DR agreement. Costa Rica is one of the two signatories who have not yet ratified; the other is Nicaragua. Pacheco had previously insisted that he would hold back this bill until such time as congress approved a fiscal reform he considered essential. He then shifted ground, proposing a package of reforms designed to prepare the country for the impact of Cafta-DR and submitted it to a 'commission of notables' for assessment. The commission has said that the package would be insufficient and that deeper reforms were needed.
