President Alfredo Palacio abruptly changed course last week when the departure of his interior minister, due to disagreement over the plans for a referendum on political reform, led to the collapse of his entente with Izquierda Democrática (ID), the second-largest party in congress. Palacio then announced that he would be proposing in the referendum the convocation of a constituent assembly with full powers. This has set him on a collision course with congress.
