VENEZUELA: Court rebuffs AD bid to change electoral rules

The supreme court has rejected an injunction filed by the opposition party Acción Democrática (AD) against the system known as 'morochas' whereby parties can field candidates under both their own banner and another so as to increase their chances of winning additional representation. In the recent municipal elections the ruling Movimiento Quinta República (MVR) used this system to great advantage.
