MEXICO: Budget eases through congress. After an uncertain start when President Felipe Calderón told his finance minister, Agustí­n Carstens, to make significant changes to his draft budget, the first part of the budget, the tax raising part, sailed through congress. The budget had come under heavy criticism, even from members of Calderón's own Partido Acción Nacional (PAN) over its plan to cut education spending by 0.5%.
