Former General Lino Oviedo has started his battle in the supreme court to
overturn two charges against his name which are currently preventing him from
seeking election in April 2008: masterminding the assassination of former
vice-president Luis María Argaña in March 1999 and the murder of seven
protesters outside congress three days later. On 20 September Oviedo's lawyers
challenged the constitutionality of the charges. They argued that, under the
revised penal code of 1998, if charges are not brought to trial within four
