The government of President Evo Morales is preparing to set another
precedent. Wilfredo Ovando, the head of the supreme electoral court (TSE) has
named 16 October as the date when, in line with the new constitution, the
electorate will go to the polls to pick a total of 56 judicial officials for the
top courts. This will be the first time such a selection process will have been
determined by direct popular vote anywhere in the world. Morales' boast that the
process will guarantee an "independent" judiciary comes as another opposition
governor is faced with the prospect of legal action, serving to subject Morales
