Jaime Nebot, the mayor of Guayaquil, is preparing to take centre stage as
the chief rival of President Rafael Correa. Nebot has avoided open confrontation
with Correa since trying to call a referendum on regional autonomy as well as
other issues calculated to dilute the powers of the constituent assembly
[WR-07-24]. This has yet to come to anything and Nebot has concentrated on
building his powerbase instead. After the assembly approved a fiscal reform sent
by Correa which will increase taxation on the rich, stiffen penalties for
evasion and raise inheritance tax, the resentment shown by businessmen in
