It has been a very protracted process but Haiti finally has a functioning government. The chamber of deputies and the senate accepted President Michel Martelly’s third nomination for prime minister, Garry Conille, and then wasted no time in approving both his government programme and his cabinet. The cabinet is inclusive, incorporating figures from across Haiti’s variegated political landscape. How well they manage to work together is a moot point but the perception in the international community at least is that some semblance of political stability has been restored.
