President Evo Morales last week gave the green light for the Roman
Catholic Church to mediate in the political crisis caused by the new draft
constitution and bids for greater autonomy by departmental prefects. The move
was heralded by various sectors as the latest hope for a way out of the
political stalemate. It has yet to result in concrete signs of progress,
however, not least because the prefects have reverted to their original demand -
