The ruling Alianza Republicana Nacionalista (Arena) has a candidate to
compete with Mauricio Funes, the young and media-savvy presidential aspirant who
is reviving the fortunes of the left-wing opposition Frente Farabundo Martí
para la Liberación Nacional (FMLN) ahead of elections in March 2009. Rodrigo
Avila, a former head of the Policía Nacional Civil (PNC) who only entered the
race in January, won the Arena party primary on 15 March taking 82% of the vote.
He immediately spoke of the need to create a "new Right", with a
