HONDURAS: With a new legal shield, Lobo keeps army in policing role

Congress has moved, via ‘interpretation’ of the constitution, to ensure the legitimacy of using the military for policing functions, as evidence of widespread corruption in the police force highlights the weakness of the state in the face of spiralling rates of violent crime. President Lobo has felt compelled to prolong throughout the coming year what he had planned in November as a ‘lightning’ military-police strike against organised crime.
