COLOMBIA-ECUADOR: The long road to restoration of relations

José Miguel Insulza, the secretary general of the Organization of American States (OAS), earned the nickname El Pánzer while serving in the Lagos administration (2000-2006) because of his unflappability in the face of complicated problems. He will need this quality - and not the lack of diplomatic tact which the soubriquet also implies - if he is to help restore ties between Colombia and Ecuador.
