BOLIVIA: Beni and Pando prepare to vote

Beni and Pando will hold referendums on autonomy on 1 June nearly a month after the department of Santa Cruz staged a similar vote. As was the case with Santa Cruz, the plebiscites are illegal, defying a ruling issued by the national electoral court (CNE) and congress. Consistent with its response to the 4 May vote, the government continues to dismiss the votes as nothing more than opinion polls, urging the electorate to abstain from taking part.
