REGION: Bouterse engages survival mode

There was a certain irony about Caribbean leaders gathering in Paramaribo to discuss a strategy to ensure the survival of the 15-nation Caribbean Community (Caricom) at a very uncertain time. The host of the summit, Suriname’s President Desi Bouterse, is a political survivor par excellence, adapting from dictator to democrat to suit the times, and returning to power in August 2010, with the immunity from prosecution the office confers, just as the legal suit against him for involvement in the murder of 15 prominent opponents of his military regime at Fort Zeelandia in December 1982 was finally gathering momentum.
