It is more than one week since President Federico Franco was inaugurated which means that by his own bold assertion he should have achieved more than his elected predecessor Fernando Lugo managed in nearly four years in power. But, when Franco presented the annual state-of-the-nation address to a joint session of congress on 1 July, he merely presented a long wish list. His chances of delivering on his proposals rest firmly on how much support opposition parties choose to grant him. What is emphatically clear is that he will not have any hemispheric support between now and next April’s elections
