Last week saw the signing of the final version of the bloc-to-bloc “association agreement” between Central America and the European Union, a move which coincided with the incorporation of Panama into the Central American Economic Integration System (Sieca). Yet while both developments were hailed as progress in regional integration efforts, they come amid other signs of strain in the integration process.
