President Ollanta Humala could certainly not be accused of coming unprepared. During his state-of-the-nation address to congress on 28 July, Humala went into meticulous statistical detail, sector by sector, outlining his government’s achievements to date and its plans in the near future. While he admitted that social harmony was one of the big areas where his government needed to improve, he refrained from going into similar detail with regard to Peru’s social conflicts, pointedly failing to mention the controversial Conga copper and gold mine.
