COLOMBIA: Drug addiction becomes a public health problem

Colombia has taken a first big step towards the alternative antidrugs policy that President Juan Manuel Santos has been encouraging others to debate. It has enacted a law that classifies drug addiction as a public health problem, which the state is obliged to address through treatment and prevention. This does not entail decriminalising the trade in drugs or abandoning the policies aimed at repressing their production and trafficking — though Santos has announced that they will be tweaked.
