BOLIVIA: Morales reaffirms his green credentials

President Evo Morales this week promulgated the Framework Law on Mother Earth and Integral Development for Living Well, legislation which has been pending since Bolivia’s plurinational legislature approved a preliminary bill assigning legal rights to the natural world in December 2010. The framework law has been criticised by indigenous groups and environmentalists dismissive of Morales’ proclaimed green credentials given his government’s efforts to industrialise Bolivia’s natural resources and push ahead with development projects such as the controversial road through an indigenous territory (Tioc) and national park, Isiboro Sécure (Tipnis). Another provision of the new legislation – the abolition of latifundia (concentration of land ownership) – has also drawn attention to recent stalled efforts vis-à-vis another key government pledge – land reform.
