President Hugo Chávez scarcely paused for breath after his electoral triumph on 7 October before gearing up for the next electoral hurdle – regional elections on 16 December. Chávez reshuffled his cabinet to fill the positions vacated by ministers charged with winning state governorships for the ruling Partido Socialista Unido de Venezuela (PSUV).
