BOLIVIA: Civil conflict pushes Bolivia to the brink

Bolivia's remarkable capacity for pulling back from the brink was tested to the full this week after a massacre in Pando on 11 September which left at least 15 government supporters dead. As well as precipitating an emergency summit of the Union of South American nations (Unasur), the violence forced talks between the government of President Evo Morales and the opposition prefects. Morales undoubtedly has the upper hand.
