President Alan García went on the offensive last week to defend his
government's economic policy in the face of fierce criticism from the leader of
the Partido Nacionalista Peruano (PNP), Ollanta Humala, and former president
Alejandro Toledo. García said he would not resort to populist measures, such as
price controls and food subsidies, or recklessly increase public spending and
salaries for state employees, in order to confront inflation. His words
coincided with the presentation of an austere budget for 2009, and an opinion
