President Hugo Chávez is pulling out all the stops to ensure that his
Partido Socialista Unido de Venezuela (PSUV) triumphs in the state and municipal
elections on 23 November. If it underperforms, Chávez plans to undercut the
powers of opposition governors and mayors. Firstly, he unveiled a “plan to
accelerate regional development" (Padre, in the Spanish acronym) starting next
year, which will only be administered in states that elect Chavista governors.
Secondly, the national assembly is pushing through Chávez 's new “geometry of
powers", under which he will handpick regional presidents to whom governors and
