With the opposition prefects faltering in their negotiation efforts
last week [WR-08-39], it was hardly a surprise that come the 5 October deadline,
the Cochabamba talks did not result in an agreement signed by all present.
Discussions regarding the new constitution have now shifted to congress, which
is set to debate the law calling the referendum on the constitution and land
reform on 15 October. However, with the government facing its perennial problem
of the opposition majority in the senate, the outcome is by no means
