Plan Colombia, the US counter narcotics and counter insurgency
initiative, failed to meet its core objective of reducing coca and cocaine
production by half in six years. That is the conclusion of a weighty report just
released by the US Government Accountability Office (GAO). It calls for aid cuts
and advises US and Colombian officials to “develop a joint plan for turning over
operational and funding responsibilities for US-supported programs to Colombia."
The timing of the release of the report is crucial. While the US President-elect
Barack Obama supports Plan Colombia in principle, this report will buttress
calls for downscaling US involvement in Colombia, especially in the context of
