Venezuela is preparing to install five military bases in the Sierra
de Perijá, the mountain range in the state of Zulia bordering Colombia. The
interior and justice minister, Tarek El Aissami, said the bases would help
combat drug-trafficking and kidnapping more effectively. They will also serve
another purpose: to increase the military presence in a state which is likely to
be confirmed as an opposition stronghold in regional elections on 23 November.
President Hugo Chávez recently threatened to “take action, even military" if the
opposition candidate, Manuel Rosales, won the municipal elections in Maracaibo,
