The truce between the ruling Movimiento al Socialismo (MAS) and
opposition alliance, Podemos, buttressed by the pact last month to pass
legislation calling the vote on the new constitution [WR-08-42], proved
short-lived. Podemos is refusing to negotiate with the MAS in congress until the
government lifts the state of siege in Pando. Despite warnings from the national
electoral court (CNE), the government is refusing to do so. The opposition is
also protesting against the arrests of several government opponents, and a
