President Tabaré Vázquez broke his “PPS" (prolonged and profound
silence) over re-election last week. He dropped broad hints he might be prepared
to stand in presidential elections in 2009 if the campaign launched by two
cabinet ministers to collect the requisite number of signatures to reform the
constitution to allow consecutive re-election is successful. José Mujica, a
presidential hopeful, greeted his seeming U-turn with dismay, and the lack of
animation shown by members of the ruling Frente Amplio seems to have dissuaded
