COSTA RICA: Chinchilla claims two victories

President Laura Chinchilla might currently be the least popular president in the Americas but this month she claimed two key victories – on both the domestic and international fronts. Chinchilla’s Partido Liberación Nacional (PLN) recovered control of the 57-seat unicameral legislature for the first time in two years; and Costa Rica played host to US President Barack Obama during his fleeting trip to the region. While some local commentators dismissed the latter as an empty courtesy call (see box), the election of PLN deputy Luis Fernando Mendoza as congress president could have a real impact for her government ahead of the 2014 general elections.
