GUATEMALA: Balancing justice

Last week saw the unprecedented arrest of a former guerrilla accused of terrorism and crimes against humanity committed during the country’s 1960-1996 civil war. The timing of the arrest, against the backdrop of the high-profile trial of former dictator, Efraín Ríos Montt (1982-1983), accused of genocide and crimes against humanity, was eye-catching.
