MEXICO: Slow adoption of the penal reform

President Enrique Peña Nieto has acknowledged that Mexico still lacks the “solid, professional and trustworthy” institutions needed to “guarantee an effective procurement and administration of justice” and to underpin his public security strategy. One of the most important shortcomings, he said, is the slow pace of adoption of the new penal system across the country.
