Most of the news emanating from El Salvador in recent months pertaining to public security has been positive: homicides down dramatically; kidnappings down; a gang truce holding. As such the revelation that the public security minister and the head of the national police (PNC) had been forced out came as somewhat of a surprise. President Mauricio Funes reluctantly abided by the ruling of the pioneering constitutional chamber (SC) of the supreme court of justice (CSJ) on 17 May that their appointments some 18 months ago were unconstitutional because both men had served as military officers.
