Hopes that the ruling Partido Liberación Nacional (PLN)’s recent recovery of the presidency of congress [WR-13-18] might herald a change in fortune for President Laura Chinchilla, who is entering her fourth and final year of office, have nosedived. Last week a scandal involving the lease of a jet linked to Gabriel Ricardo Morales Fallón, a businessman suspected of drug links, forced out three key collaborators – communications minister, Francisco Chacón; anti-drugs czar and intelligence chief, Mauricio Boraschi and presidential aide, Irene Pacheco.
