COLOMBIA: Farc negotiating tactics threaten peace process
Optimism about a successful outcome for the peace process in Havana is dissipating. The negotiating team of the Fuerzas Armadas Revolucionarias de Colombia (Farc) is persisting with calls for next year’s presidential and congressional elections to be postponed and for a constituent assembly to be convened. It has also ruled out handing over weapons and, in yet another sign of its determination to spin the peace process out, it has called for the Ejército de Liberación Nacional (ELN) to be included in talks. The government’s negotiating team is urging the Farc to stick to the agenda for the talks, and President Juan Manuel Santos has also expressed his frustration with the Farc’s delaying tactics.
