Development: On 31 July the Colombian government led by President Juan Manuel Santos sent a formal note of protest to the Nicaraguan government led by President Daniel Ortega, accusing it of offering oil exploration and exploitation concessions that fall inside Colombian maritime territory, including within the United Nations Educational, Scientific and Cultural Organization (Unesco) -recognized Seaflower Biosphere Reserve.
