VENEZUELA: Ramírez – the money man
Rafael Ramírez is everywhere. Having recently replaced Finance Minister Nelson Merentes as the vice-president for economic affairs on the Council of Revolutionary Ministers (a supra cabinet of six ministers plus the president), the energy minister and head of the state oil company Petróleos de Venezuela (Pdvsa) now effectively controls not only the main productive ministries but, by extension, all the purse strings in Venezuela.
