BOLIVIA: The coca consumption study finally surfaces

More than three years after its European Union-funded core was completed, Bolivia’s comprehensive study on coca consumption — crucial to determining how much is being diverted to cocaine production — was handed in to President Evo Morales and, a week later, to the EU’s managing director for the Americas. Only a summary presentation was made public, which says that only 58% of what Bolivia is cultivating is justified by the estimated legal consumption. Even this is considered excessive in some quarters.
