PERU: Scramble for control of Meneses inquiry

Peru’s congress was scheduled to try again this week to decide on forming an investigating committee to look into the scandal of official national police (PNP) protection for a man convicted of illegal phone tapping and acts of corruption who had been a participant in the network of former president Alberto Fujimori (1990-2000)’s notorious former intelligence adviser, Vladimiro Montesinos. Meanwhile, three other investigations have been set in motion which may lead to a conflict between jurisdictions — and, some suggest, to a cover-up.
