PERU: Why were police protecting López Meneses?

Four separate investigations are now under way into why major national police (PNP) protection had been provided for a man with convictions for illegal arms possession and acts of corruption who had been a participant in the notorious network of  now-jailed President Alberto Fujimori, Vladimiro Montesinos. They are examining a range of hypotheses from straightforward police corruption to some sort of collusion between the man protected and high-ranking military, with or without the knowledge of President Ollanta Humala.
