President Fernando Lugo failed to secure a favourable outcome for
Paraguay regarding the renegotiation of the bilateral Itaipú treaty during a
visit to Brazil last week. His Brazilian peer Lula da Silva refused to bow to
Lugo's demands that Brazil either pay more for the hydroelectric energy it buys
from Paraguay or allow Paraguay to sell its surplus production to third parties.
Brazil's intransigence is another setback for Lugo after a series of paternity
claims have dented his moral credentials. Lugo's weakening position just might
prove to be an asset, however, if the Brazilian government decides it should bow
to some of his demands to avoid political instability in Paraguay as
