President Hugo Chávez is making a concerted effort to consolidate
support among the poor - traditionally the bedrock of his Bolivarian revolution.
He officially launched a pilot housing programme at the weekend in a poor barrio
in the west of Caracas. He also deployed the national guard to assist with crime
prevention in Caracas. Poor housing and insecurity were the main reasons that
Chávez suffered a painful defeat in Sucre, which includes the Petare slums in
Caracas - a former stronghold - in last November's regional elections. He does
not want a repeat of this setback in the legislative elections in December
