The presidential candidate for the ruling Concertación, Eduardo Frei,
launched a scathing attack on his main rival from the right-wing Coalición por
el Cambio, Sebastián Piñera, on 5 October, the 21st anniversary of the “No" vote
that led to the restoration of democracy in Chile. Frei said that if Piñera came
to power there would be “social conflicts" as the Right had always looked to
keep a minority of privileged Chileans happy while ignoring the majority. His
criticism came just as the finance minister, Andrés Velasco, sent the 2010
budget to congress, the main feature of which is a 5.8% increase in spending on
