Representatives of about 20 nations and multilateral organisations
gathered in Montreal on 25 January to discuss the short-term needs of Haiti, in
the wake of the devastating earthquake earlier this month, and to pledge a
long-term commitment to reconstruct the country over the next decade. In an
effort to scotch speculation in the world's press about Haiti being placed under
a protectorate, the overriding message was that the Haitian government would
retain full sovereignty and lead the reconstruction effort, but (to encourage
potential donors) it would not have untrammelled control over a future funding
