Porfirio Lobo Sosa was sworn in as president on 27 January in the
presence of just three heads of state, one of whom, President Leonel Fernández,
had come to accompany the ousted president, Manuel Zelaya, back to the Dominican
Republic. Lobo's first act was to sign into law a political amnesty for all
those involved in the events surrounding last June's coup. The amnesty had been
approved by the new congress, dominated by Lobo's Partido Nacional (PN), earlier
in the week. For good measure, the supreme court absolved the military high
command from any wrongdoing in forcefully exiling Zelaya from the country on 28
