VENEZUELA: Too suddenly with Chávez?

President Hugo Chávez launched a new radio programme this week, De repente con Chávez (Suddenly with Chávez ), which could go on air at any time. Chávez used his inaugural special bulletin to issue a decree declaring a “national electricity emergency". This should not have come as a shock: Chávez has been steadily building up to it in the first six weeks of 2009 with additional electricity rationing, followed by the appointment of one of his most trusted confidants as electricity minister, and the announcement of a US$1bn fund to confront the electricity crisis. But, the public will be hoping he does not make a habit of “suddenly" imparting this sort of news.
