President Porfirio Lobo has taken the first step towards creating a
truth and reconciliation commission to investigate the events surrounding last
June's coup. Lobo appointed “a working group" (a somewhat grand title for two
men) to establish the guidelines for the commission by mid February. It will
then be up to Lobo to appoint the members of the commission. The two men on the
“working group" are Eduardo Stein, a former vice-president of Guatemala, which
significantly has just decided to recognise the legitimacy of Lobo's government,
and Jorge Omar Casco, a former rector of the Universidad Nacional Autónoma de
