President Mauricio Funes has unveiled his latest “emergency" plan to
tackle the current security crisis which, with a daily average of 13 homicides a
day and the emergence of new forms of violence, has become so grave that the
Roman Catholic Church recently issued an appeal for the international community
to intervene. Funes's plan is notable for its provisions to strengthen civilian
institutions (the police and criminal justice system) rather than to cede to
demands from the private sector and even his own defence minister, General David
Munguía Payés, to grant the military a greater role in public security than is
