President Felipe Calderón Hinojosa confirmed this week that he would
visit Ciudad Juárez, the most violent place in the country, on 11 February (as
we go to press). Calderón is reacting to criticism by opposition politicians
that he has been avoiding Ciudad Juárez. On 6 February José Reyes Baeza, the
governor of the border state of Chihuahua announced that he was moving the state
capital to Ciudad Juárez. Reyes Baeza said that he was moving the state
administration as a sign of solidarity with the beleaguered population of that
city where gangsters kill with impunity. In 2009, a total of 2,635 people were
killed by gangsters and so far this year over 200 people have been killed in the
