The opposition liberals re-introduced a bill last week to the
legislative agenda which would grant a broad amnesty to former public officials.
The move, which would mainly benefit the two main opposition leaders, former
president Arnoldo Alemán (1997-2002) and Eduardo Montealegre, followed separate
announcements days earlier by the judicial authorities reviving the threat of
legal action against the two politicians. Both the amnesty bill and legal
threats are a sure sign of behind-the-scenes negotiations over the pending
